The City Manager, is hereby authorized and directed to make, modify, change from time to time and promulgate such administrative rules as in his discretion shall be deemed to effectuate the provisions of this chapter. The powers conveyed by this section shall be in addition to any and all other powers which are now, or may hereafter be conferred upon the City Manager, and the powers hereby conferred shall be deemed in no sense a limitation or a restriction of any powers of the City Manager.
