351.12 DOUBLE PARKING FOR LOADING.
   (a)   Notwithstanding other provisions of this Traffic Code and subject to the following additional condition, trucks, trailers and semitrailers may double park for the purpose of loading or unloading, but only when a loading zone within the same block or an open space at the curb within forty-five feet in either direction from the point of delivery is not available for parking such vehicle. The truck, trailer or semitrailer shall not be double parked opposite any other vehicle lawfully double parked or in such manner that the movement of traffic upon the street is unreasonably impeded or during such times as shall be designated by the City Manager.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
