(a) No person shall stop, stand or park any passenger vehicle for any length of time in any place marked as a loading zone during such times as shall be designated by the City Manager.
(b) No person shall stop, stand or park a truck or commercial vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a loading zone during such times as shall be designated by the City Manager. In no case shall the stop for loading or unloading of materials exceed twenty minutes.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
