307.03 NOTIFYING OWNER; PAYMENT OF FEES; RELEASE OF VEHICLE.
   It shall be the duty of the police officer impounding or causing to be impounded any vehicle, to inform the owner or any person claiming an impounded vehicle, of the nature and circumstances of the violation for which such vehicle has been impounded. If such owner or other person shall furnish evidence of his identity and ownership, together with a receipt from the Clerk of the Municipal Court or from a member of the Police Division, showing the payment of all fees for the violation of the provisions of this Code, as well as the costs of impounding such vehicle, the impounded vehicle shall be surrendered to him by the police officer or person in charge thereof, who shall take a receipt for the impounded vehicle.
