The City Manager is hereby authorized to create vehicle pounds to which vehicles may be removed by police officers or other authorized personnel. Such pounds shall be located at such places as may be directed by the City Manager and may be located at private or commercial parking garages with the facilities for receiving, safeguarding and discharging vehicles.
