153.03 DUTIES OF THE MINORITY BUSINESS COORDINATOR.
   In addition to the duties specified in other sections of this chapter, the Minority Business Coordinator, established within the City Manager's Office, along with necessary support staff, shall implement and enforce this chapter in accordance with the following duties:
   (a)   Developing, monitoring, and continuously evaluating the City's Minority/Women Business Enterprise (MBE/WBE) and Disadvantaged Business Enterprise (DBE) Program.
   (b)   Administering this chapter and assisting contractors in complying with its provisions. Should the MBC suspect non-compliance by a contractor, they shall communicate with the City Manager, seeking advice and instruction before initiating corrective or enforcement actions.
   (c)   Reviewing certifications, submittals, and other pertinent information to assess whether contractors are eligible as MBEs in accordance with Sections 153.04 and 153.05 and applicable Federal requirements.
   (d)   Compiling, maintaining, and annually updating a directory of MBEs and DBEs, categorizing them by appropriate designations. This directory shall be publicly accessible at the City of Springfield, Ohio website.
   (e)   Facilitating management and technical assistance resources for MBEs and DBEs.
   (f)   Publicizing City business opportunities suitable for MBE or DBE participation, encompassing those involving funds provided by HUD, UMTA, DOT, and FAA, FTA, etc.
   (g)   Supporting MBEs and DBEs in procuring resources to aid in bidding on City contracts and subcontracts, including pre-bid and pre-construction meetings, training sessions, workshops, seminars, etc.
   (h)   Continuously monitoring contractors' subcontracting practices to ensure ongoing compliance with this chapter.
   (i)   Staying informed of state and federal rules and regulations regarding contract compliance, and ensuring that the City conforms to applicable statutes.
   (j)   Investigating any allegations of discrimination against MBEs and DBEs by City contractors.
