(a) All proceedings pending and all rights and liabilities existing and acquired or incurred at the effective date of this Chapter are saved and may be consummated according to the law in force when they were commenced.
(b) Should any section, clause, or paragraph of this Chapter be declared invalid by a court of competent jurisdiction, the same shall not affect the validity of the Chapter as a whole or any part thereof other than the part declared invalid.
