The City Commission may, by ordinance, authorize the lease, sale or conveyance of any real or personal property owned by the City, when such property is not needed for any municipal purpose, and may prescribe the terms and conditions of any such lease, sale or conveyance. Such lease, sale, or conveyance may be authorized with or without provision for advertisement or competitive bidding at the discretion of the City Commission.
