Any section of this Administrative Code, or other ordinance, resolution, part of ordinance, word or phrase in conflict with the provisions of this chapter shall be modified, changed and altered to conform to the provisions of this chapter. This chapter is not deemed to change, alter, modify or repeal the provisions of any other section of this Administrative Code or other ordinance except as to bonding requirements.
