Every person, being an owner or tenant of a premises, shall have all solid waste accumulating on such premises properly prepared for collection by depositing it in one or more metal or plastic, watertight containers, securely tied and of sufficient strength to support the weight of the contents. All containers shall at all times, except when necessarily removed for use of such container, be covered with a tight, closefitting lid or cover of a type sufficient to prevent animals or insects from
having access thereto.
