(a) No person shall engage in the collection and removal of the contents of privy vaults or sewage tanks until a license therefor is obtained from the Health Commissioner. The license shall be issued for a term of one year upon the payment of an annual license fee of fifty dollars ($50.00) per operation and ten dollars ($10.00) per vehicle.
(b) Applications for Scavenger Licenses shall be on a form prescribed by the Health Commissioner. The license shall state the conditions under which the material shall be removed and method of disposal. All such licenses shall expire on December 31.
