Except as provided in Section 1367.23, no person, firm or corporation owning or controlling any building in the City in which plumbing may hereafter be installed or existing piping altered or disconnected, or any plumber or other person shall knowingly allow or permit water from the Municipal water supply to flow through such piping or plumbing system until a permit for such work has been obtained, the same has been tested, inspected and approved by the Plumbing Inspector as herein provided, and the fees for such permit have been paid to the City. However, no fee shall be paid for the permit to disconnect from the Municipal water or sewer system.
