No permit shall be issued, nor shall any fee for such a permit be accepted or any work be authorized to be done under any permit until the Manager of Inspection Services has endorsed his approval thereon with respect to the requirements of this Building Code other than plumbing, the Zoning Code and any other ordinance the provisions of which may affect the work to be done under such permit.
