(a) Before undertaking the installation of a fixture or appliance the proper party shall make application for a permit to the Health Commissioner and shall pay the permit fees prescribed under Chapter 1369 to the Clark County Combined Health District. This section shall not apply to the servicing or repair or to the replacement of an appliance or fixture, unless the replacement involves such substantial changes as to be equivalent to a new installation.
(b) The establishment shall notify the Plumbing Inspector within twenty-four hours of the completion time, and the Inspector shall inspect the installation within forty-eight hours after the work has been done in conformity with applicable ordinances of the City. Inspections performed outside of normal working hours (normal working hours are 7:30 a.m. to 4:00 p.m. weekdays, other than holidays) shall require an extra charge of fifty dollars ($50.00) per hour, portal to portal. Should the inspection disclose any defect or violation of such ordinances, the same shall be corrected within ninety-six hours after written notice has been given to the establishment of such defect or violation. There shall be a re-inspection fee of one hundred dollars ($100.00) for each re-inspection of a commercial structure (i.e. all structures other than one-, two- and three-family residential structures) re-inspections to be paid to the Clark County Combined Health District.
