In addition to all other prerequisites for the issuance of a building permit pursuant to this chapter, no building permit for construction pertaining to a structure which is subject to this chapter shall be issued without the applicant having first submitted the mean sea level elevation of the first floor and all floors below the first floor, including basement, as determined by a surveyor registered in the State of Ohio.
