The Flood Plain is established to protect the areas in the City in the Intermediate Regional Flood Plain that are subject to predictable flooding during Intermediate Regional Floods. Controlled uses of these areas is necessary to protect human life, prevent or minimize material and economic losses and reduce the cost to the public aid and relief efforts occasioned by the unwise occupancy of such flood areas.
