In the event that the Landmarks Commission fails to make a determination as to whether a Certificate of Appropriateness is required or should issue within the period of time set forth in Section 1321.09, and if the Landmarks Commission has not formally resolved to institute a six (6) month waiting period, then the Secretary of the Commission shall forthwith issue to the applicant a Certificate of Appropriateness.
