Nothing in this Gas Piping Code shall require changes in the plans, construction or designated use of a building or structure or portion thereof for which a lawful permit has been heretofore issued or which has been otherwise lawfully authorized, and the construction of which has been actually begun within ninety (90) days after this Gas Piping Code becomes effective, and if the entire building or structure shall be completed, as authorized, within one (1) year thereafter.
