(a) The Community Grant Advisory Board shall provide advice and recommendations to the City Commission regarding the City's community development and housing needs, shall assist the City Commission in the formulation of the strategies to address those needs and to assist in the selection of community development programs and activities funded through the City and other organizations, and to assist in the development, implementation, and evaluation of the City's consolidated plan, serve as liaison with local citizen organizations involved in community development, and perform such other duties as the City Commission may assign to the Community Grant Advisory Board.
(b) The powers and duties of the Community Grant Advisory Board are advisory in nature only and under no circumstances shall the Community Grant Advisory Board have the power to enter into financial obligations on the part of the City, or in any way to incur in the liability or obligation on the part of the City.
