The service charge levied and assessed by this chapter shall be payable to the City in monthly payments in each year, provided, however, that the service charge payable for any premises for water service during the first monthly billing period after such service begins where the amount of water supplied during such period is less than the maximum amount for which the minimum charge is assessed and collected pursuant to such section shall be prorated on a per diem basis according to the following formula:
