Every owner or lessee of a building on any street in the City shall, within thirty days after receiving from the City Manager notice of the proper number of such building, place the number in a conspicuous place on the front of such building. The figures of such number shall be not less than three inches in length and shall be painted or shall be made of metal, porcelain or other durable material. Such number shall be maintained upon such building at all times and no number other than the one assigned thereto shall be placed or permitted to remain upon any such building. All broken or defaced figures shall be promptly replaced or restored to their proper condition so that they may at all times be distinctly read.
