(a) No person shall park a bicycle upon a sidewalk in such a manner as to interfere with pedestrian traffic or damage the property of another.
(b) No person shall park a bicycle upon a roadway in such a manner as to interfere with vehicular traffic.
(c) No bicycle shall remain unlocked when parked upon any public way or place.
(d) No person shall park a motorized bicycle upon a street or sidewalk in such a manner as to obstruct pedestrian or vehicular traffic.

(e) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
