(a) No person shall dump, shovel, blow or otherwise transfer snow from private property onto the public streets or alleys of the City.
(b) Whoever violates this section is guilty of a minor misdemeanor, and shall be assessed any costs incurred by the municipality in removing and disposing of snow illegally placed on the public streets or alleys.
