(a) The Manager of the City is authorized and directed to cause a study of the weight- bearing ability of the alleys to be made by the City Engineer. Upon receipt of the report and recommendations of the Engineer, the Manager shall cause to be posted appropriate signs regulating use by vehicles based upon their gross weight.
(b) Whoever violates this section is guilty of a minor misdemeanor.
