280.13 RESPONSIBILITY FOR MONITORING CHAPTER 280 REQUIREMENTS.

(a) Construction site surveillance: Building inspector or his designee.

(b) Notification to property owners of violations: Chief Building Official or his designee.

(c) Levying of fines or penalties: Chief Building Official or his designee.

(d) Designation of Monarch Trees: City Council.

(e) Appeals of penalties for violations: City Council.

(f) Order of compliance for property owners: City Manager or designee.

(g) Variance on species of trees: Tree Authority.

(h) Other Variances: City Council.

(i) Variances may be granted by the Planning Commission in consultation with the Tree Authority, as part of a Planned Unit Development (PUD).
