(a) Trees and shrubs which block street lighting or obstruct the passage of pedestrians on sidewalks, or unreasonably interfere with vehicular site distances at any street or alley intersection shall be pruned by the property owner.
(b) Pruning procedures should follow as close as possible the National Arborist Association Standards.
