280.09 MAINTENANCE STANDARDS FOR TREES ON CITY-CONTROLLED PROPERTY.
   (a)   Deciduous trees on improved property or rights-of-way shall be pruned as needed.
   (b)   Trees shall be managed to promote their general health by providing these cultural practices when necessary:
(1)   Insect and disease control.
(2)   Fertilization.
(3)   Irrigation.
(4)   Staking.
(5)   Guying.
(6)   Wrapping, cabling and/or bracing.
   (c)   Hanging limb and branch growth shall be maintained at fifteen feet above streets and eight feet above sidewalks.
 
   (d)   Any tree which is affected by epidemic disease or insect infestation, and therefore poses a threat to other trees and plants in the community, shall be treated so as to control the spread of the problem organism.
 
   (e)   An inventory of Protected Trees on public land shall be completed and maintained.
 
   (f)   No single species shall make up more than fifteen (15%) percent of the total tree population on public lands.
(1)   To reduce susceptibility to epidemic disease.
(2)   To prevent uniform senescence.
