(a) Unless otherwise specified, this chapter applies only to private landowners who engage in tree removal anticipating or following a change of zoning or approval of a subdivision or building permit for their parcel of land; to all persons and entities charged with the care and maintenance of Monarch Trees; and to trees on City-controlled public land (hereinafter “public land”).
The chapter regulations shall apply to a property for a period of five years after a building permit, change of zoning or approval of a subdivision has been granted.
