The Park and Recreation Board shall:
(a) Supervise, operate and maintain all playgrounds, playfields, swimming pools and indoor recreation centers of the City.
(b) Make such rules and regulations as the Board deems necessary for the operation, safe, economical and efficient management and protection of the parks and recreational facilities. Such rules and regulations shall have the validity of ordinances when not repugnant to the ordinances or resolutions of the City, the State Constitution or laws of the State.
