For the purpose of carrying out the duties described in Section 276.01, the Park and Recreation Board may employ, subject to the approval of the Manager, play leaders, recreation directors, supervisors, superintendents or any other officer or employee. The compensation of any such officer or employee shall be determined by the Manager within ranges established by Council.
