236.01 DIRECTOR OF FINANCE; FUNCTIONS OF DEPARTMENT.
   (a)   The position of Director of Finance is hereby established.
 
   (b)   The Director of Finance shall be head of the Department of Finance. All matters pertaining to payroll, financial records, investments, debt obligations, control of Municipal funds and general fiscal responsibility shall be under the jurisdiction of the Department.
 
   (c)   The Director of Finance shall be directly responsible for the payroll records system.
