(a) Pursuant to Article XVIII, Section 3 of the Ohio Constitution and the Charter of the City of Springboro, including but not limited to Section 3.01 and 3.03, Council hereby authorizes the City Manager to have prepared specific engineering to support and advertise for single aggregate bids for public improvements without the necessity of seeking or obtaining alternate separate bids for each separate trade or kind of mechanical labor, employment or business or for furnishing materials, with the input of Council awarding contract(s) based upon single aggregate bids.
(b) In furtherance of subsection (a) hereof, Council hereby specifically announces and determines that provisions of the Ohio Revised Code contrary to this section, including but not limited to Sections 153.50, 153.51, and 153.52 of the Ohio Revised Code, shall not be applicable to the City of Springboro.
