1052.15 COST OF ABATEMENT OF THE VIOLATION.
   (a)   Within 60 calendar days after abatement of the violation, the owner of the property/premises will be notified of the cost of abatement, including administrative costs. The property owner may file a written protest to the Authorized Enforcement Agency objecting to the invoiced amount of the abatement cost within twenty calendar days of the date of such notice. Within fourteen calendar days of receiving the written protest, the City Manager or his or her designee shall issue a written decision either granting or denying the objection in whole or in part. If the amount due is not paid within a timely manner as determined by the decision of the Authorized Enforcement Agency or by the expiration of the time in which to file an appeal the charges shall become a special assessment against the premises and shall constitute a lien on the premises for the amount of the abatement.
   (b)   Any person violating any of the provisions of this chapter shall become liable to the City of Springboro by reason of such violation. The liability shall be paid in not more than twelve equal payments. Interest at the highest rate permitted by law shall be assessed on the balance beginning on the first day following the requested date of payment.
