(a) The Chief of Police is hereby authorized to grant, issue, and revoke a license to any person who desires to vend, solicit, or peddle under this chapter.
(b) Except as provided in Section 828.04(c) below, applicants for a license under this chapter must file with the Chief of Police an application in writing, on a form to be furnished by the Chief of Police, which shall give the information below. If more than one person shall be vending, soliciting, or peddling for a particular business, each individual person shall be deemed a separate applicant:
(1) Name of the applicant;
(2) Permanent address of the applicant;
(3) A brief description of the nature of the business and the goods and/or services to be sold;
(4) If employed, the name and address of the employer, together with credentials establishing the exact relationship;
(5) The place where the goods or property proposed to be sold, or orders taken for the sale thereof, are manufactured or produced, where such goods or products are located at the time such application is filed and the proposed method of delivery;
(6) A valid state or federal photographic identification card such as a driver's license.
(7) Description, vehicle license number and state of registration of each vehicle, if any, that will be operated under the license being applied for;
(8) A statement as to whether or not the applicant has been convicted of a specified criminal act.
(c) When the applicant is a minor vending, soliciting or peddling he or she shall be accompanied by an adult at all times during the time of solicitation. The adult shall be considered the applicant for a license under subsection (b) above and must file with the Chief of Police an application in writing, on a form to be furnished by the Chief of Police, which shall give the information above. If more than one minor shall be vending, soliciting or peddling there shall be at least one adult for every six minors.
