Any order made pursuant to this chapter shall be directed to the owner, lessee or occupant of the premises, building or structure involved, or to the person in control of the articles, materials, goods, wares or merchandise referred to in this chapter, or to the owner thereof, as the circumstances may require. It is hereby made the duty of such owner, lessee or occupant of such premises, building or structure, of such person in control of such articles, materials, goods, wares and merchandise, and the owner thereof, to comply with such order with all reasonable dispatch and diligence.
