1474.02 APPEALS.
   In the event of any dispute as to whether a building or feature of a building in Downtown Historic Preservation District is seventy-five years old or historically or architecturally significant, the City Manager or owner may submit the question in writing to the City Planning Commission, who shall render a decision. Such decision may be appealed to the City Council in writing by the owner or City Manager within ten days thereafter, or such appeal is waived. Any appeal to the courts shall be subsequent to the City Council’s decision and shall be made within ten days thereafter, or the right to such appeal is waived.
