(a) The City Building Department is hereby authorized to administer the inspection of all dwellings, buildings and structures in the City, excluding one and two-family residences, schools and rest or convalescent homes.
(b) Building inspection fees or permit fees for inspections performed by the Department shall be paid to the Director of Finance.
