(a) In the event of a conflict between a code and a provision of Ohio law, Ohio law shall prevail.
(b) In the event of conflict between two or more of the various codes adopted by the City, the strictest standard shall prevail.
(c) In the event of a conflict between the adopted codes and another ordinance of the City, the other ordinance shall prevail unless otherwise provided by express language.
