An approved site plan shall control the issuance of all building permits, occupancy permits and other related permits. An approved site plan shall conclusively restrict the nature, location and design of all uses within the area described in the approval plan, unaffected by any subsequent change in ownership or tenancy of the premises. No occupancy permit shall be issued until an "as-built" drawing accurately showing all improvements has been submitted to the Planning Director.
