(a) General Applicability. No WECS shall be erected, enlarged or extended without conformance to the provisions of this Chapter, and other applicable regulations, as evidenced by the issuance of a Zoning Certificate by the Zoning Inspector and the issuance of a Building Permit by the Department of Building and, where required, approval by the City Planning Commission.
