1062.08 BOARD OF SANITATION CLAIMS.
   (a)    There is hereby established a Board of Sanitation Claims consisting of three members, namely the Manager, one resident freeholder of the Municipality and one member of Council. The resident freeholder shall be appointed by the Manager, with the approval of Council, for a term of three years. The member of Council shall be designated by the Mayor each quarter. No member of Council shall be a member of the Board for two consecutive quarters.
 
   (b)    The function of the Board is to hear the claims of residents or owners of business establishments who desire an exemption from any of the provisions of this chapter. The Board shall set up its own rules and regulations, subject to the approval of Council, to determine under what circumstances an exemption shall be granted.
 
   (c)    Decisions of the Board may be appealed to Council, provided, however, that an appeal is filed in writing with the Clerk of Council within thirty days of the final decision of the Board.
