(a) All householders in the Municipality shall dispose of all collectible garbage and refuse by the collection agency holding the franchise given by Council and shall not dispose of garbage and refuse by any other means, except by the use of a garbage disposal unit which grinds and discharges garbage directly into the sanitary sewer, or as otherwise provided in this chapter.
(b) All commercial establishments in the Municipality shall dispose of all garbage, market waste, trade waste or other refuse by a collection agency which is licensed by the Municipality, or as otherwise provided in this chapter.

(c) No unauthorized person, agents or agency shall collect collectable garbage, refuse, aluminum or salvage material without being first duly licensed by the City in accordance with Section 1062.05.
