There is hereby assessed a Storm Water Service Charge against each parcel within the City of Springboro in an amount of zero dollars ($0.00) from April 1, 2011 through December 31, 2011, two dollars ($2.00) from January 1, 2012 through December 31, 2012 and three dollars ($3.00) thereafter per residential dwelling unit per month and seven dollars ($7.00) per commercial/industrial unit per month. This initial service charge is established solely for the purpose of the management, protection, control, regulation, use and enhancement of storm water systems and facilities, and for their construction and repair to the extent permitted by law.
