No person shall operate a fire hydrant in the Municipality unless specifically authorized. No unauthorized person shall draw water from a fire hydrant. If any problem or special case is presented which is not clearly defined or classified under this section, the same shall be presented to the Director of Service who is hereby authorized to make disposition of such matter.
