(a) The provisions of this chapter shall apply to all users of the Right of Way as provided herein except as provided elsewhere in this chapter. To the extent that any provision in this chapter conflicts with other provisions of these Codified Ordinances, or provisions of the Ohio Revised Code, the provisions of this chapter shall control. No person shall be relieved of its obligation to comply with any of the provisions of this chapter by reason of any failure of the City to enforce prompt compliance.
(b) The City Manager shall be the principal City official responsible for the administration of this chapter except as otherwise provided herein. The City Manager may delegate any or all of the duties hereunder to an official designee.
