As used in this chapter, "temporary purchaser" means any person who engages in or conducts a temporary or transient business of purchasing goods, wares and merchandise, including gold, silver and other precious or semiprecious metals, jewelry or any other thing of value, in the Municipality, and who, for the purpose of carrying on such business, hires, leases or occupies, in whole or in part, any room, building or structure for the exhibition and purchase of such goods, wares and merchandise.
