At the time the application for a license required by this chapter is made, where the use of Municipal grounds is contemplated, the applicant shall deposit with the Chief of Police a cash bond equal to the fee required under Section 832.03, conditioned upon the restoration and cleaning up of the grounds in a manner satisfactory to the Manager or other chief administrative officer. If such grounds are restored and cleaned up properly following the exhibition, the deposit shall be returned; otherwise, the same shall be forfeited to the Municipality.
