No person shall engage in any of the trades, businesses or professions for which licenses are required by Title Two of this Business Regulation and Taxation Code or by any other ordinance or provision of these Codified Ordinances without first applying for and obtaining a license therefor from the Chief of Police or other duly authorized issuing authority.
