After June 1 of each year, the County Health Officer or in his or her absence, the Chief of Police shall make a thorough sanitary inspection of all public and private property in the Municipality and shall transmit his or her report, together with his or her recommendations, to Council on or before June 15. A copy of such report may also be sent to the State Department of Health.
