(a) No person shall dump or cause or permit to be dumped on any publicly or privately owned land or water in the Municipality any paper, brush, rubbish, tin cans, vegetation, garbage, or refuse of any kind, without first obtaining a written license therefor from the Manager or other proper administrative officer. The Manager or other proper administrative officer shall issue a license permitting the dumping of designated materials where it appears that filling of the land is necessary and that the material deposited will be immediately covered with earth or will not be objectionable to the residents of the neighborhood or injurious to health.
(b) Whoever violates this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
